Doral HOA and board sign-off before a wall is opened
Doral permits are issued by the City of Doral for folios beginning 35. Only 5.9 percent of its homes predate 1980, a quarter are townhouse-style and 37.3 percent are in buildings of 20 or more units, so the governing documents often matter as much as the stain. In a condo, Florida law says reconstruction after a loss is the association's to undertake unless the board gives a unit owner written consent, and the board may approve the repair method, the contractor's qualifications and the contract. A townhouse and a condo unit are also treated differently by the 2026 small-project permit exemption, which can cover certain work under $7,500 on a townhouse but never on a unit in a multi-family building. Read your declaration or HOA documents first, then give the contractor the answer before a scope is written.

Section 718.111(11)(g)1: 'All reconstruction work after a property loss must be undertaken by the association except as otherwise authorized in this section. A unit owner may undertake reconstruction work on portions of the unit with the prior written consent of the board of administration.' The board may condition consent on 'the approval of the repair methods, the qualifications of the proposed contractor, or the contract', and 'A unit owner must obtain all required governmental permits and approvals before commencing reconstruction.'

Miami-Dade County's permit exemptions page says that beginning July 1, 2026, Florida House Bill 803 lets certain work valued under $7,500 on single-family homes, duplexes and townhouses proceed without a building permit. 'Units in multi-family buildings do not qualify', properties partly or entirely within a flood hazard area are not eligible, electrical, plumbing, structural, mechanical and gas work always requires a permit, and a project cannot be split into phases to avoid permitting.
