Renting in Opa-locka: who arranges the assessor and the repair

Opa-locka issues its own permits for folios beginning 08, and in a rented home it is normally the owner who hires the assessor, the remediator and whoever pulls that permit. So a tenant's first step is a written report to the landlord, dated, with photos, and a copy kept for yourself. The stock is old: 36.6 percent of units predate 1960 and 64.5 percent predate 1980, and about a third are in buildings of 20 or more units, where an association may also need to be told. On the flood side, about a third of the city's buildings are in zones AE or AH, and Opa-locka's Community Rating System class is 10, which carries no flood insurance discount at all, so an owner should price a flood policy at its real cost rather than a neighboring city's.
