Permits come from the Village of Key Biscayne for folios beginning 24. Every one of the 7,298 buildings the county plan maps in the village is in flood zone AE, so there is no part of Key Biscayne where the 2026 small-project permit exemption applies, and for a condo unit it would not apply anyway. For an owner who is away, the harder question is who can act. On a residential policy issued since January 1, 2023, Florida law voids any attempt to assign post-loss benefits, but it does not reach a power of attorney that lets a family member or a management company act on a claim for you. Set that up before you leave, give the manager a way to reach you after any storm or heavy rain, and arrange for someone to open the unit and check it while you are gone.
